Top official of Kenya's electoral body goes missing

The man in charge of Kenya's computerised voting system has been found dead just days before the 8 August elections.

The Star, a Kenyan newspaper, said he had given central police station officers reports of death threats.

Incumbent President Uhuru Kenyatta is locked in a tight race with Raila Odinga.

Msando led a key project in the IEBC to use biometric technology to identify voters and electronic transmission of results.

His death will exacerbate growing concerns about the IEBC's election preparedness and questions about its credibility.

While 2013's polls were largely peaceful, Kenya remains traumatised by a disputed 2007 election, which Odinga claimed was rigged.

Kenya has a history of political assassinations, extra judicial killings and electoral violence, especially around electoral seasons. "We are demanding government provide security to all IEBC staff".

He had publicly assured people that the election results would not be tampered with. "Numerous threatening statements have been made by high-ranking officials and politicians that infringe on people's rights to freedom of expression and to access information", he said.

The computerised systems Mr Msando managed were created to tackle such problems.

Kenya's president said Tuesday he is "deeply shocked" by the torture and killing of an election official who was crucial to next week's presidential vote, while concerns grew that the tightly contested election again will face risky unrest.

"The murder has jeopardised Kenyan's faith in the credibility of the electoral process", Musalia Mudavadi, an ally of Mr Odinga said, as he called for an global expert to oversee electronic vote-counting systems.

"The last communication from him was an SMS sent to one of his colleagues at around 3 am on Saturday morning, " IEBC chairman Wafula Chebukati said after announcing Msando's disappearance on Sunday.

Both sides have accused the other of underhand tactics in the run-up to the polls, with the president saying Odinga was trying to divide the nation and provoke violence, and the opposition leader claiming Kenyatta planned to rig the poll.
