No movement on 1st day of special session on school funding

During a Board of Education meeting July 17, State Rep. Mark Batinick, R-Plainfield, spoke to board members and administrators about the recent budget vote and the funding plan being demanded of the state legislature by Governor Bruce Rauner. General state aid is based primarily on the local property wealth within each school district. When Illinois lawmakers reached a budget agreement weeks ago, funding for schools was tied to passing a new school funding plan.

When that happens, school districts across IL will be placed on a crisis footing, unsure of whether they will receive state aid payments that are supposed to be sent on August 10.

Democratic Senate President John Cullerton said he would release the bill Monday.

Lawmakers were called to a special session on Wednesday by the governor, in order for them to deliver the funding plan for IL schools that he has already pledged to use his power of amendatory veto on.

Once Rauner issues his amendatory veto, the Senate must read it into the record the next time it is in session.

"Working on trying to re-do the funding is just trying to make the school funding more equitable for the kids who live in poverty like my own", said Cahokia USD 187 Superintendent Art Ryan.

Rauner gave Democrats a Monday deadline to send him a funding bill they approved in May so he could use his veto power to strip some money for Chicago Public Schools. But little occurred this time, considering the school funding bill had passed both chambers during the regular session. If either side fails to vote on the veto, or the two chambers do not agree whether to override it, the legislation dies.

The governor called lawmakers back to Springfield for a series of special sessions on education funding, but attendance was spotty and no action was taken.

With Democrats controlling the necessary three-fifths majority of 36 votes needed for an override in the Senate, the emphasis has been on rounding up override votes in the House, where there are only 67 Democrats - four short of the 71 needed for an override.

As part of its grand opening, Collinsville's new Walmart Neighborhood Market donated the money to Caseyville Elementary School.

The governor has not spelled out exactly what he'll do with the legislation before sending it back to the Senate, but has called the measure a bailout for CPS at the expense of other school districts.
