Also killed were the mayor's wife Susan, his brother Octavio Parojinog, a member of the provincial board, and members of his security team.

Mayor Parojinog was one of the local government officials named in President Rodrigo Duterte's narco-list.

Reynaldo Parojinog and his daughter were among more than 150 Philippine officials, including mayors, judges and police officers, who Duterte accused of being involved with illegal narcotics in a televised speech last August.

Duterte has promised an unrelenting war on drugs, defying critics who were "trivializing" his campaign with human rights concerns and unjustly blaming the authorities for the bloodshed.

Critics say Duterte has turned a blind eye to thousands of deaths during police operations that bear all the hallmarks of executions.

Since he took office, police have reportedly killed almost 3,200 people in the drug war.

When he was running for president, Duterte vowed to relentlessly crack down on the drug trade in the Philippines, telling voters "forget the law on human rights" and warning drug pushers and "do-nothings" he would not hesitate to kill them. "That can not be; they should be afraid of people who do good for all". In October, Samsudin Dimaukom, mayor of the small town of Datu Saudi-Ampatuan in the southern Philippines, was gunned down at a checkpoint by police officers, who said his guards had fired at them.

Police said Sunday they had conducted surveillance on Mr. Parojinog based on the President's remarks.

Espenido was the Albuera police chief when the then-detained Espinosa was killed during a police raid in a jail in a nearby city in Leyte.

Commenting on Sunday's raid, presidential spokesman Ernesto Abella said: 'The administration vowed to intensify the drug campaign'.

Duterte said he would be "happy to slaughter" three million drug addicts, and likened his campaign to Nazi leader Adolf Hitler's efforts to exterminate Jews in Europe.
