Schiff, the ranking member on the House intelligence committee, said that Flynn had declined to come before the House panel or provide documents, citing his Fifth Amendment rights, as he had to subpoenas from the Senate intelligence committee.

During a breakfast Wednesday, Rep. Adam Schiff of California, the House intelligence committee's top Democrat, told reporters that Flynn declined to turn over records to the committee, and he said it will be "following up with subpoenas".

Chairman Richard Burr (R-N.C.) and Vice Chairman Mark Warner (D-Va.) announced their decision as the committee continues to pursue Flynn's assistance in the probe of Russian interference in the 2016 election and possible links to Trump's campaign.

In his remarks, Burr said that the committee would still like to hear from Flynn and to review his business documents related to the Russian Federation investigation.

The committee's action comes a day after Flynn's lawyer notified the committee that his client will invoke his Fifth Amendment protection against self-incrimination and not comply with the committee's subpoena seeking documents related to its investigation.

The committee leaders are directing the two new subpoenas at Flynn's Virginia-based businesses because businesses don't have a right to plead the Fifth, Warner said. The committee is leaving open the possibility to filing contempt charges against Flynn later if he refuses to comply.

As valuable as Gen. Flynn is to our counterintelligence investigation, we don't believe it's our place to offer him immunity.

Burr reiterated that while the panel preferred not to hold Flynn in contempt "everything is on the table". "That is not our preference today".

"Anybody who gets close to this investigation loses their job or ends up in a hard position", he said, before listing Flynn, Comey, fired acting Attorney General Sally Yates and Attorney General Jeff Sessions. "We'd like him to tell his story because he publicly said 'I've got a story to tell.' We're allowing him that opportunity to do it". Since December, U.S. Intelligence officials said Moscow was behind hacking efforts to help Donald Trump win the presidential election.

Flynn was sacked from the White House in February after failing to reveal information about his discussions with Russia's ambassador to the United States, Sergei Kislyak, and also misleading Mike Pence.

Flynn is also being investigated over whether he was fully forthcoming about his foreign contacts and earnings from organizations linked to the governments of Russian Federation and Turkey.

The attempts to compel Flynn to produce documents were just another sign of the intense focus on Trump's former national security adviser, who was sacked in February after the White House said he misled administration officials, including Vice President Mike Pence, about his contacts with Russian officials.
